In the south of the Netherlands they celebrates carnival. Every city and villages have their own carnival procession. On this image you see a cop. Not a real cop but one of the partygoers. He was driving an old landrover as you partly can see.
Nice portrait. It looks like they were having fun.

I prefer carnivalists to cops. Cops are not my type of people. I stay away from them as far as possible. The man on your photo looks scary to me.
